Dalam kesempatan itu masyarakat menyampaikan keluhan mereka, diantaranya terkait akurasi Data Terpadu Sistem Ekonomi Nasional (DTSEN).
Warga menilai sistem desil dalam DTSEN sering tidak sesuai kenyataan. Banyak masyarakat miskin justru terlempar dari daftar penerima bantuan, sementara yang sudah mapan masih masuk kategori penerima.
“Definisi penghasilan harus dipahami benar. Kalau data DTSEN salah, maka perencanaan ikut keliru. Dampaknya, yang layak dibantu tidak mendapat bantuan, sementara yang tidak layak malah menerima,” tegas Muhidi.
Ia menambahkan, peran RT dan RW sangat penting untuk memastikan akurasi pendataan. “Data tidak boleh asal-asalan. Jika DTSEN keliru, maka yang menjadi korban adalah masyarakat,” ujarnya.
Muhidi juga menegaskan bahwa perda ini harus menjadi instrumen nyata untuk melindungi kelompok rentan, mulai dari lansia, penyandang disabilitas, anak terlantar, hingga korban kekerasan.
Menurutnya, regulasi tidak boleh berhenti sebatas aturan di atas kertas, tetapi harus diiringi kerja lapangan yang konsisten.
“Perda ini hadir untuk memastikan masyarakat benar-benar merasakan kehadiran negara. Kami ingin implementasinya diperkuat agar kelompok rentan terlindungi, bantuan sosial tepat sasaran, dan masyarakat bisa hidup lebih sejahtera,” katanya.
Sosialisasi yang diikuti masyarakat Kecamatan Padang Timur itu juga menampung sejumlah masukan. Ade, salah seorang warga, menilai sistem desil justru menyingkirkan masyarakat yang seharusnya berhak.
“Banyak warga desil 5 sebenarnya masih layak dibantu, tapi terabaikan,” ujarnya.
Sementara itu, Irma Nurani menyoroti nasib anak korban kekerasan seksual yang terhambat mendapat bantuan karena kendala administrasi.
“Padahal mereka sangat layak dibantu, tetapi karena data DTSEN tidak jelas, justru terhambat,” keluhnya.
Kritik juga muncul terkait belum adanya regulasi untuk mendukung Kelompok Siaga Bencana (KSB) yang aktif membantu masyarakat setiap kali terjadi bencana. Warga Kelurahan Jati bahkan menyoroti banyaknya lansia yang keluar dari kategori desil 1–6 sehingga tidak lagi menerima bantuan, meski hidup dalam kondisi serba kekurangan. (Y)
