AGAM – Dewan Perwakilan Rakyat Daerah (DPRD) bersama Pemerintah Provinsi (Pemprov) Sumatera Barat (Sumbar) gencarkan sosialisasi pemungutan Pajak Air Permukaan (PAP) ke kabupaten dan kota di Sumbar.
Setelah sebelumnya digelar di Pasaman Barat (Pasbar) dan Pesisir Selatan (Pessel), pada Selasa (11/2), sosialisasi tersebut berlanjut dilaksanakan di Kabupaten Agam. Sosialisasi ini dihadiri langsung oleh Wakil Ketua DPRD Sumbar, Evi Yandri Rajo Budiman, serta Kepala Badan Pendapatan Daerah (Bapenda) Sumbar, Al Amin.
Dalam sambutannya Evi Yandri mengatakan, saat ini kondisi fiskal daerah sedang tidak baik-baik saja, ditambah dengan adanya musibah bencana yang melanda Sumatera Barat pada akhir November lalu.
Dengan kondisi tersebut, pemerintah daerah tidak mungkin hanya mengandalkan pemerintah pusat dalam melaksanakan program pembangunan maupun tanggap darurat rehabilitasi dan rekonstruksi (rehab-rekon) pascabencana.
Menyikapi hal itu, kata dia, sejalan dengan Undang-Undang Nomor 1 Tahun 2022 tentang Hubungan Keuangan antara Pemerintah Pusat dan Pemerintahan Daerah, berbagai potensi pendapatan terus dikaji DPRD bersama Pemprov untuk upaya meningkatkan Pendapatan Asli Daerah (PAD).
Evi Yandri menjelaskan, dari kajian yang telah dilakukan DPRD bersama Pemprov disepakati salah satu potensi yang difokuskan untuk dioptimalkan adalah dari PAP. Sesuai regulasi setiap pihak yang memanfaatkan air permukaan baik secara langsung maupun tidak langsung, dikenakan PAP.
“Dari kajian dan pendalaman yang kita lakukan dapat disimpulkan potensi PAP ini tidak hanya terkait dengan pajak dari PDAM, PLTA, restoran, dan hotel, tetapi juga dapat digali dari perkebunan-perkebunan yang beroperasi di Sumbar, karena mereka juga menggunakan air permukaan. Selama ini potensi itu yang luput kita optimalkan,” katanya.
Dikatakannya, untuk memastikan pemungutan PAP berjalan optimal, Pemprov bersama DPRD juga telah melakukan studi ke sejumlah provinsi di Indonesia guna mendalami penerapan pungutan PAP sesuai UU Nomor 1 Tahun 2022.
Sesuai Peraturan Daerah (Perda) yang telah dimiliki Sumatera Barat, mengoptimalkan pungutan PAP mulai dilaksanakan awal tahun sekarang. Mendukung pelaksanaannya, sosialisasi terus digencarkan. Dengan adanya sosialisasi diharapkan semua pihak terkait dapat memahami tujuan kebijakan tersebut dan siap bersama-sama mendukung penerapannya.
“Kepada perusahaan yang hadir dalam sosialisasi hari ini kami imbau agar dapat mendalami regulasi terkait PAP, soal wajib pajak, dasar penghitungannya, dan lain-lain silakan didalami,” katanya.
Evi Yandri juga menegaskan, pajak bukanlah untuk dipertentangkan, melainkan adalah kewajiban sebagaimana diatur oleh undang-undang. Pemerintah juga telah menghitung nilai pajak secara wajar dengan tetap mempertimbangkan kepentingan investor.
“Berangkat dari semua itu, mari kita laksanakan tanggung jawab masing-masing dengan sebaik-baiknya, agar kita juga tetap bisa eksis di bidang masing-masing. Pemerintah menjalankan fungsinya, perusahaan menjalankan fungsinya. Bersama-sama kita berkontribusi untuk kemajuan daerah,” tukas politisi Gerindra tersebut.
Sosialisasi pemungutan PAP yang dilaksanakan di Agam, juga dihadiri oleh anggota DPRD Sumbar, Nofrizon, Kepala SDA BK Provinsi Sumbar, Asisten III Pemkab Agam Syatria, OPD di lingkup pemerintahan Agam, Forkopimda dan perusahaan-perusahan yang ada di Kabupaten Agam. (Fai)
